Fly Tipping Hotspot - Secluded Entrance, Busy Single Carriageway

Our client challenge and requirement:

The Environmental Crime Unit at Milton Keynes Council alerted us to numerous reports received of regular fly tipping and littering at a hotspot near a secluded entrance way by a busy single carriageway. Our challenge was to then deliver appropriate surveillance of the area to provide the Council with compelling evidence in order to build a clear case of the perpetrators - individuals and vehicles - that were dumping rubbish in the area.

Our process and service solution provision:

Our specialist team conducted a detailed survey of the area and installed a strategically-placed camera in the location. We configured the camera to achieve high quality images and to be able to provide number plate recognition in a variety of circumstances. We began reviewing the footage for any regular illegal activity that was taking place. Whenever any litter or large items of rubbish appeared we specifically reviewed the footage closely to understand where this rubbish came from, and if the litter was dropped or dumped purposefully. We then secured the relevant evidential footage and sent to the Council for investigation.

Outcome and client benefit:

From our site surveillance and data captured by our specialist team, we supplied the Council with evidence packages including the footage, statements, and exhibit labels, all shared in line with GDPR compliance. The outcome of many of these investigations led to fixed penalty notice fines being issued to the drivers of these vehicles.

From our camera deployment, overall we played a key specialist external role in delivering a successful completion, with 5 submitted evidence packages for prosecutions, and 28 fixed penalty notices being issued. 1 evidence package is still currently under investigation.
